I. Checkout, drop and reservation

1. How many children’s books, general books and audio-visual items can be checked out per personal and family library card?
A:
(1) Personal library card: The card can check out 10 books for 28 days and the books can be renewed once for another 28 days.
(2) Family library card: The card can check out 30 books for 28 days and the books can be renewed once for another 28 days.
(3) The children’s library card may only check out the items suitable for the age of the user. The number of books to be checked out and the loan period are combined with the quota per card.
(4) The library card can only check out three audio-visual items for 14 days and the items cannot be renewed. The number of items available for checked out is combined with the quota of the card.

2. How many books can be checked out per group library card? How long is the loan period?
A: The library card can check out 200 books. The loan period is two months. The books are checked out as a project loan, all of them must be returned all at once and cannot be renewed. They cannot be returned separately at different times. They may only be returned separately if notified for return before the due date.

3. Can the books be dropped off at the libraries in other counties and cities or dropped at the ibookstop?
A:
(1) The Keelung City Cultural Affairs Bureau Library provides book checkout and drop off services. The books checked out from the public libraries in Keelung can be dropped off at the Keelung City Cultural Affairs Bureau Library and all district libraries.
(2) The Keelung City Cultural Affairs Bureau Library collaborated with the New Taipei City Library to provide book checkout and drop services. Items checked out from both of the libraries can be dropped off at the public libraries in Keelung and New Taipei City.
(3) ibookstop: Books checked out in Keelung can be dropped at the self-checkout machines in Qidu Station and Keelung Station, the wooden book drop boxes in Shen Mei Elementary School, Keelung Municipal ZhengBin Elementary School, and Women and Children Welfare Service Center of Keelung City Government, Yang Kuan Ku Hsiang Community, Shanhaiguan Community, Daitian Temple Library and Kuo Chan Chiang Shan Community.
(4) The time for checkout and drop-off at each library is slightly different. Please refer to the instructions online.

4. How many books can be reserved and checked out?
A: The personal library card can reserve up to six books. The family library card can reserve up to 20 books.

5. Where can you pick up the books?
A:
(1) Library: You can pick up the books at any public library in Keelung.
(2) ibookstop: Books can be picked up at Keelung Station, Qidu Station, Shen Mei Elementary School, Keelung Municipal ZhengBin Elementary School, and Women and Children Welfare Service Center of Keelung City. Books can also be picked up at the checkout counter at Yang Kuan Ku Hsiang Community, Shanhaiguan Community, Daitian Temple Library and Kuo Chan Chiang Shan Community.
(3) Attachment books or large books cannot be picked up at Keelung Station or Qidu Station. Large books cannot be picked up at the self-checkout machine in Shen Mei Elementary School, Keelung Municipal ZhengBin Elementary School, or Women and Children Welfare Service Center of Keelung City.
(4) The time for checkout and drop-off at each library is slightly different. Please refer to the instructions online.

6. What would happen if the book reserved is not picked up before due date?
A: If the books were overdue for seven days, the right for the reservation will be canceled. If three books were overdue, the user will not be allowed to make a reservation for the next 30 days. If six books were overdue, the user will not be allowed to make a reservation for the next 60 days.

7. Instructions for the number of people waiting for reservation
A: Due to the setting of system parameter computation in the computer, the number of people on the reservation list will be deducted by one after the number is confirmed by the librarian at backend or the circulation status has been changed. The number of people on the reservation list must be added one by one after the reservation is made would be the correct number of people on the reservation list.

8. Is renewal available? How to renew books?
A:
(1) Besides the audio-visual items and the books checked out by the group library card, the user must renew the book via the collection search system of the Keelung City Cultural Affairs Bureau Library, by phone or go to the Library to renew the books.
(2) A book can be renewed once. Renewal is not available if the book is overdue or reserved by another user.

9. How to compensate for a lost book?
A:
(1) The user who checked out the lost book must buy the item in the same category with its level equivalent to the lost book.
(2) If the user cannot buy the item himself, he must pay the library twice the purchase or the estimated price of the item.
(3) If the attachment was lost, it is considered that the user lost the item. Therefore, the user must pay the library.
(4) Refer to Article 9 of “Self-Government Ordinance on Keelung Public Library Book Information Service and Use and Management.”

10. Will the library notify the user if the book to be reserved cannot be found?
A: If the book to be reserved cannot be found for seven days, the system cancels the reservation automatically and notifies the user by email.

11. Which items are available for reservation?
A: All books available for reservation can be reserved, except for journals, audio-visual item, electronic items, books for in-library use only and books that cannot be circulated (to be withdrawn or discarded).

12. How to cancel the reservation?
A: Before delivery, the user can cancel the reservation online. If the book has been delivered, the user cannot cancel the reservation.

13. When will the reserved book arrive?
A:
(1) If the book is still in the library, it takes about 10 to 15 work days if the user wishes to pick up the book at another library.
(2) If the book has been checked out, it depends on when and where the book will be dropped off.

II. Library card service

1. What IDs are required for the personal library card?
(1) R.O.C citizens must have the personal ID, household certificate, disability card, household registration transcript, driver’s license or valid IDs with permanent address ready. Chinese citizens must have the entry/exit permit or residence permit ready. Foreigners except Chinese citizens must have the passport or residence permit ready. Each applicant may only apply for one library card. The applicant must provide the original copy of the ID or certification.
(2) If the applicant cannot apply for the library card in person, he must issue a letter of authorization and hand it to an agent along with the original copy of the ID of the applicant and agent. However, the agent with the certificate proving that he is the immediate family member or spouse of the application does not need to provide the letter of authorization.
(3) Underage people or the people under a declaration of guardianship must apply for the personal library card with the approval of the statutory agent or guardian.
(4) Users with e-tickets applying for or renewing a personal library card or applying for a reissued personal library card must follow the application procedures specified from (1) to (3).

2. What IDs are required for family library card?
A: A resident of Keelung may apply for the family library card by using the household certificate or household registration transcript for all family members. Each household may only apply for one family library card. The applicant must provide the original copy of the ID for application.

3. How to apply for the group library card?
A: The authorities, groups, corporations or the following organizations in Keelung must submit the application along with relevant certification documents. They may apply for the group library card as a group after the documents are stamped by the person in charge of the group and the book administrator. Each group may only apply for one group library card. Units in school in charge of different classes and grades may apply for up to six group library cards per school:
(1) Schools, village offices, community development associations, community management committees or other non-corporations.
(2) Private libraries.
(3) The office of the elected representative at all levels may apply for the group library card. However, only one office of an elected representative may apply for the group library card if more than one office has been established for one elected representative.
(4) A book club with frequent gatherings and at least fifteen members.
(5) Groups approved by the Keelung City Cultural Affairs Bureau.

4. How to apply for a new library card if it was lost? Will I be charged the cost of production?
A: If the user loses the personal or family library card, he must report the loss to the regulatory authority of the public library. The user must prepare certificate documents and pay NT$ 50 for processing fees to get a new library card.

III. Electronic resource services

1. Where can I link to the electronic resources?
A: Users can connect to our electronic resources via interior and exterior network. Please go to the Keelung City Public Library WebPAC, enter the Online Service section and then the Digital Resource section to look up the resources.

2. Are there any restrictions on the number of people and the location of the user for the use of electronic resources?
A:
(1) The user can check out up to 30 books from the ebookservice per year and the loan period is 14 days. There is no maximum for the number of users allowed for checking out a book. Up to two users can check out other electronic resources at the same time and the loan period is seven days. Each library card can check out five books each time. Please refer to the electronic resource of each library for details.
(2) The user can use the electronic resource whether or not he is inside or outside the library. He just needs to login by the library card number and password.

3.Are there any restrictions on the use of electronic resources?
A: All users with our library cards can use our digital resources.

IV. Taipei Library Pass

1. How do I apply for the Taipei Library Pass?
A:
(1) At the counter: You can carry your library card and ID with you to submit the application at the counter of the library issuing the library card.
(2) Online: You can apply for the Taipei Library Pass after logging into the personal account of the issuing library. If you have the library cards issued by a library in Taipei and Keelung, you must submit your application at the counter.

2. What is a Taipei Library Pass? What does it do? Are there any restrictions on application?
A:
(1) Users can apply for a library card at public libraries in Taipei, New Taipei City or Keelung and apply for the Taipei Library Pass at the same time to combine the library cards for these three cities on the Taipei Library Pass.
(2) After Keelung and New Taipei City began to collaborate on the Taipei Library Pass, books from public libraries in Keelung can be dropped off at public libraries in New Taipei City and vice versa.
(3) Users may only apply for personal Taipei Library Pass. The IDs and application policy vary by library.

3. After applying for the Taipei Library Pass, can I change my personal information at libraries in other counties or cities?
A: Please go to the issuing library to change your personal information at the counter.

4. If I applied for the Taipei Library Pass and the book I checked out at a library is overdue, will I not be allowed to check out books from other libraries? Can I pay for the overdue fine at libraries in other counties and cities?
A: If the book you checked out is overdue or lost, please pay for the fines at the library where you checked the book out instead of in libraries in other counties and cities. The loan policy varies by library. Your loan rights at other libraries will not be affected.

5. After I applied for the Taipei Library Pass, have the number of books I can check out and the loan period been regulated?
A: The loan policy depends on the rules for each library. The number of books you can check out and the loan period will not be affected.

6. Can I drop off books at different counties and cities after applying for the Taipei Library Pass?
A: Keelung only allows users dropping books at public libraries in New Taipei City. Books from public libraries in Keelung cannot be checked out or dropped off at public libraries in Taipei or vice versa.

7. Can I apply for picking books up at different counties and cities after I applied for the Taipei Library Pass?
A: Keelung only allows users dropping books at libraries in New Taipei City. The service for checkout or pick-up at libraries in Taipei, New Taipei City or Keelung is not available.

V. Book recommendation and donation

1. Can I donate books to your library?
A: Yes, you can. We accept book donations and have full authority to handle donated books. However, we may discard or reject books if the following applies:
(1) Books violating the copyright laws.
(2) General books published at least ten year ago and computer books published over three years ago.
(3) Books with improper content or obsolete information or without academic value.
(4) Damaged books, book series with missing volume, books with marks, headnotes or underlines.
(5) Personal presentation, scatter sheets or booklets with less than 50 pages.
(6) Textbooks for junior high and elementary schools, further study guides, exam books and propaganda materials for religion or political purposes.
(7) Contents involving pornography, violence and violation of moral order.
(8) Newspapers, magazines, songbooks and sheet music.
