The responsibility for management and maintenance of the library was transferred from the Bai-Fu Junior High School to the Qidu District Office. The library was launched on January 1, 2000. In 2003, the library renovation was completed by carrying out “Renovation of Qidu District Library for the Youna Ecology Reading Guidance Hall,” a plan for the improvement of space and operations of the public library. In 2011, the implementation plan for the reading environment and facility upgrade was subsidized by the Ministry of Education (MOE). With the aid of the MOE, the library conducted the “Implementation Plan for Keelung Qidu District Library Baifu Hall Reading Environment and Facility Upgrade.” Baifu Hall was launched on May 31, 2012. To adapt to the city-wide sewage system construction project carried out by Keelung City Government, pipe connection for this library was completed in August 2011. Therefore, the library became a great living space.
