Shanhaiguan Community was founded in 2005. It has about 3,200 households and occupies a vast area. It is the second largest community in Taiwan. It hopes that each resident develops a reading habit and enjoys the fun of reading. Both adults and kids can build the competence of leadership through reading. Therefore, a community library was set up in this community. It started to recruit library volunteers at the beginning of 2016. Volunteers take turns to maintain the adult and children’s libraries to provide a good, quiet reading environment and create a climate for reading among residents.

To enhance service quality, the community has started a collaboration with the Keelung City Cultural Affairs Bureau Library and built a self-checkout station in 2017 for residents to check out and drop books conveniently. Therefore, it can promote the climate of reading in Keelung.
