The Library was founded in March 2004. It was relocated to the fourth floor of the Xinyi District Office on April 2, 2013. It had its soft opening on April 16, 2013 and it was launched on April 21, 2013. The Library includes an open stack room, children’s room, newspaper section, journal section and new book display section. The Library has natural light on three sides. It is surrounded by green mountains, Zhongzheng Park, Zhuputan and the tallest building in Keelung. It has a clear view of the sky and clouds and overall an excellent view. The Library is special for the digital hall. Besides ten thousand books, the most special feature is that it has 14 public computers, more than any other public library in Keelung.
