Kuo Chan Chiang Shan Community was founded in 1996. It has about 314 households. There are public facilities, including a fountain and garden, in the courtyard. A general classroom is available next to the driveway at the basement second floor. The management committee of the Community noticed that there was no reading space for residents. It considered the needs of the residents and organized and cleaned the meeting room in the community, which was flooded four times. The management committee started to collect books and built a small library. Besides reading, the library is often used for holding events such as sutra study, children’s craft workshops and painting classes.

In addition, the library collaborated with the Keelung City Cultural Affairs Bureau Library to set up a checkout counter in 2017 for residents to pick up and drop books conveniently and save the time for residents who checkout or drop books at the Keelung City Cultural Affairs Bureau Library.
